NEW YORK -- The 32 player representatives to the union have delayed a vote on the NFLs proposal for changes to the drug policy that potentially could implement HGH testing. After a conference call of about one hour Tuesday night during which the proposal was discussed, the player reps opted to take no action. The proposal was not delivered to the union until midday. "There was no vote tonight by NFLPA player representatives," Union spokesman George Atallah said. "We will continue to work towards a comprehensive agreement." The union has insisted that a satisfactory proposal to them is the only one that will be voted on. Atallah said last week that a "piecemeal" agreement did not interest the players. The sides have discussed changes to the policy on substance abuse and driving under the influence of drugs/alcohol. A potential hang-up on that issue was the leagues desire to immediately discipline players -- as well as NFL owners, executives, officials, coaches and league office personnel -- arrested for DUIs. NFLPA President Eric Winston told The Associated Press last week that ignoring a players rights to due process would not be considered by the union. The NFLPA also is pushing for neutral arbitration in the appeals process and is seeking higher thresholds for positive marijuana tests. But the key element could be a test for human growth hormone. HGH testing was agreed upon in the 2011 collective bargaining agreement that ended the lockout of the players. But the union has been uncomfortable with the science and the procedures for the testing, as well as how appeals would be handled. The league did agree to an appeal process several years ago. In marijuana testing, the union feels the leagues threshold for a positive test of 15 nanograms per millilitre is too demanding, citing the IOCs threshold of 150 nanograms, 10 times as high. The NFL threshold was collectively bargained. But as Winston said last Friday, anyone within the vicinity of people smoking marijuana without partaking themselves could wind up testing positive at such a low number. "The (potency) level is so much greater in marijuana now, the secondhand smoke can get a positive test," Winston said. "Just a guy who is around it second hand, then to have to go into the program? We dont want false positive. We have to move up the minimum to normal workplace standards." Ryan Tannehill threw for 331 yards and two touchdowns, leading Miami to a 23-3 victory over the listless New York Jets on Sunday that helped the Dolphins keep pace in the AFC post-season picture. "We didnt talk about it a lot," Tannehill said. "We knew the situation. Were not stupid. Everyone was aware of it." The Dolphins also drove struggling rookie Geno Smith out of the game, sending the Jets shaky quarterback situation into a mess of uncertainty while severely damaging their playoff dreams. "It was an awful performance by us," coach Rex Ryan said. "We got outplayed in all three phases of the game, and I know our fans deserved a hell of a lot better than that." New Yorks momentum was quickly squashed as Wallace caught a short pass from Tannehill and ran through a poor tackle try by Dee Milliner for a 28-yard touchdown and a 20-3 lead with just over a minute left in the third quarter. That sent many Jets fans heading for the exits early. "We havent been finishing this whole season," said Dolphins defensive end Olivier Vernon, who had 2 1/2 sacks. "Thats one thing the coaches have stressed to us. I feel like we got that job done today." Caleb Sturgis ended a scoreless snoozer with a 34-yard field goal with 44 seconds left in the opening half, making up for an earlier miss. Smith gave the ball back to Miami moments later with his 19th interception on a pass he tried to force to Greg Salas. Dannell Ellerbe stepped in front of Salas with 22 seconds remaining, leading to a 43-yarder by Sturgis. The Dolphins dominated during the first two quarters, outgaining the Jets 265 yards to 39, with 16 first downs to New Yorks 2. Miami also held the ball for 24 minutes, 12 seconds, with New York having it for just 5:43. The Dolphins ran more plays (50) in the first half than the Jets had total yards. Miami finished by outgaining New York 453-177. "We had some opportunities and we were moving the ball well," Tannehill said.
